Background

Shares in UK housebuilding companies gained as much as 4% on Monday following proposals for a major housing program by Andy Burnham, the frontrunner to become the next prime minister. Investors are reacting to an agenda that could significantly increase public sector construction and alter the nation's property tax system.

Ambitious Building Program Proposed

Burnham, the current Greater Manchester mayor, has pledged what he described as "the biggest programme of council house building since the Second World War." In a speech on June 29, he stated that housing should be at the top of the government's priority list. No formal manifesto has yet been published.

To finance this initiative, Burnham has suggested redirecting an existing £39 billion affordable housing program entirely toward social rent homes. The Homeowners Alliance noted this move could have significant consequences for shared ownership schemes. Burnham also committed to bringing "higher density residential development to our towns" to boost local economies while protecting green spaces.

Sweeping Tax Reforms on the Table

Beyond construction, Burnham is reportedly considering a significant overhaul of property taxation. According to The Times, he favors a proposal from the campaign group Fairer Share to replace both council tax and stamp duty with a single annual property levy.

This proposed system would involve:

  • An annual charge equivalent to 0.48% of a home’s current value. For example, a £300,000 home would incur a charge of £1,440 per year.
  • A higher rate of 0.96% for second homes, empty properties, and homes owned by overseas buyers.
  • Potentially lowering the threshold for the High Value Council Tax Surcharge, or "mansion tax," from £2 million to £1.5 million.

Political Context and Market Reaction

Burnham is the frontrunner to replace Keir Starmer and could become prime minister on July 20 if no other Labour leadership challenger emerges. His track record as mayor of Greater Manchester includes overseeing the construction of 3,864 new homes in 2024-25, a 28% increase from the previous year.

The market's positive reaction on Monday suggests investors see the potential for large-scale government contracts as a significant boon for the construction sector, despite the uncertainty surrounding the proposed tax changes.
