Bitcoin Rally Fueled by US Regulatory Hopes, Not Macro Factors, Citi Argues

Background

Bitcoin's recent breakout from its trading range is more likely driven by positive developments on the U.S. regulatory front than by macroeconomic concerns over currency debasement, according to analysts at Citigroup.

The firm argues that the "digital gold" narrative is not the primary force behind the current rally, citing a delayed price reaction to the U.S. Treasury's bond buyback announcement and the fact that Ethereum has outpaced Bitcoin's gains.

Regulatory Tailwinds vs. Macro Triggers

Citigroup's team suggests that positive regulatory news offers a "more sustainable explanation" for the upward momentum. This sentiment was echoed by Todd Ault, founder of Ault Blockchain, who told Investing.com that the market is beginning to grasp the potential significance of a more favorable U.S. regulatory environment, highlighting former President Trump's support for the CLARITY Act as a "big deal."

In a contrasting analysis, investment firm Bernstein identified the U.S. Treasury's move to repurchase long-term bonds as the direct trigger for the rally. Analyst Gautam Chhugani noted that while earlier crypto market weakness was due to tighter liquidity and capital rotation into AI and semiconductor stocks, expanding liquidity could eventually flow back into Bitcoin as a hedge.

ETF Flows Show Renewed Interest

A critical question for the market is whether this improved sentiment can reverse the stagnation in crypto ETF inflows observed since a wave of liquidations last October. Recent data from Bernstein indicates a positive shift:

  • Bitcoin ETF outflows, which approached $7 billion between May and June, have stabilized.
  • As of August 20, the funds have seen $1.1 billion in new inflows.
  • Total assets under management (AUM) for these ETFs have surpassed $85 billion, a significant increase from $70 billion in June.

Bernstein believes that regulatory clarity from the SEC and CFTC will provide a "long-term tailwind," regardless of whether the CLARITY Act is voted on by its target date of September 15. The firm attributes Ethereum's stronger performance to its broader exposure to stablecoins, tokenization, and real-world asset applications.
