Bernstein Forecasts 22% Trucking Rate Surge, Initiates Coverage on Knight-Swift, XPO, and Saia

A structural supply reset is underway in the U.S. trucking sector, which could drive truckload contract rates up by approximately 22% by the end of 2027, according to a new analysis from Bernstein. The firm argues that after roughly 40 months of operating below fully-loaded costs, the industry faces a period of tightening capacity that will lift prices, even if freight demand remains flat.
A Capacity-Driven Rate Cycle
Bernstein analysts report that the financial buffers that allowed carriers to operate at a loss—such as access to lower-priced used equipment and owner-operators accepting below-market pay—have been largely depleted. This tightening is being compounded by several structural factors that are raising the barriers to entry and pushing capacity out of the market.
Key drivers identified by the firm include:
- New Regulations: Rules targeting commercial driver's licenses (CDLs) for non-domiciled drivers are expected to remove 6% to 7% of active drivers from the market over the next few years.
- Rising Costs: Increased insurance premiums, stricter vetting by brokers, limited training resources, and unfavorable equipment economics are making it more difficult for new capacity to enter the market.
AdAs a result, Bernstein forecasts that dry-van contract rates, excluding fuel surcharges, will climb from $2.26 per mile in June 2026 to approximately $2.76 per mile over an 18-month period. This increase is attributed to a 13.8% rise to catch up with spot market gains and an additional 7.2% from further capacity exits.
Bernstein's Top Transport Picks
In light of this outlook, Bernstein initiated coverage on three transportation stocks with "Outperform" ratings, highlighting them as key beneficiaries of the changing market dynamics.
- Knight-Swift (KNX): Initiated with a $91 price target. Bernstein calls KNX the "purest play" on a supply-driven rate reset, as its truckload segment accounts for 65% of revenue and 72% of segment profit. The firm estimates that every 1% change in rates impacts the company's consolidated adjusted EPS by about 18%.
- XPO (XPO): Assigned a $244 price target. Analysts noted XPO’s high price-to-volume elasticity of 2.74x and the largest identifiable cost improvement opportunity among its peers. XPO's wage costs as a percentage of revenue in its North American LTL business stand at 51.1%, compared to 47.0% at Old Dominion, signaling significant room for margin improvement.
- Saia (SAIA): Given a $439 price target. Saia boasts the highest volume and absolute price elasticity in its peer group, according to Bernstein. With its recent national network expansion now maturing, the company has substantial potential to reduce its reliance on costly purchased transportation and is in the early stages of a margin improvement cycle.
