Citi materially increased its capital expenditure (capex) projections for the three largest cloud providers, warning investors to expect negative free cash flow (FCF) for each company in both 2027 and 2028. The bank's analysts framed the spending not as a sign of financial distress but as a necessary strategic investment to meet "continued strong demand trends" for AI compute power.
The updated 2027 capex forecasts include:
- Alphabet (GOOGL): $308 billion, an increase of approximately 21% from prior estimates.
- Meta Platforms (META): $205 billion, a roughly 22% increase.
- Amazon (AMZN): $288 billion, a lift of about 12%.
For Meta, the elevated spending is reportedly tied to its goal of building approximately 14 gigawatts of compute capacity, highlighting the sheer physical scale of the AI infrastructure race among the hyperscalers.
Cloud Growth and Custom Silicon

Notably, Citi's model for the first time incorporates direct sales of Google's custom Tensor Processing Units (TPUs), estimating they will contribute $62 billion to GCP's 2027 revenue. This suggests the bank views Google's custom AI chip division as a mature, significant revenue stream. For Amazon Web Services (AWS), Citi projects +32.5% year-over-year growth in Q2 2026 and +40% growth in 2027, driven by accelerating AI adoption.
Investor Implications
Despite the long-term cash burn, Citi expects the companies to report strong near-term results, forecasting Q2 2026 revenue and profitability to beat consensus estimates. The bank's optimism is based on channel checks, including from the Cannes advertising festival, which suggest "improving online advertising and eCommerce trends."
