ECB Monitors Food Prices Amid Weather Risks

Food-related items are a major component of the region's inflation measure, with processed food accounting for 14% and unprocessed food for 5% of the Harmonised Index of Consumer Prices (HICP) basket. The topic's importance was highlighted by ECB President Christine Lagarde, who noted at a September press conference that Governing Council members were questioning the recent surprising slowdown in food price growth.

Despite these concerns, the ECB's September staff projections revised food inflation forecasts downward. The outlook was lowered by 0.7 percentage points to 1.9% in 2026 and by another 0.7 percentage points to 2.8% in 2027. However, the central bank's staff acknowledged potential upside risks from summer heatwaves and the ongoing El Niño weather pattern.

A renewed shock to food prices would create clear upward pressure on both headline inflation and sovereign bond yields in the euro area, UBS stated in its analysis. Global food costs are already showing signs of firming, with the FAO Food Price Index rising 2.5% year-over-year in August.

To quantify the potential impact of such shocks, UBS cited 2018 research from Peersman. That study estimated that without disruptions in global food markets, euro area inflation would have been 0.2 to 0.8 percentage points lower between 2009 and 2012, demonstrating the significant influence of food costs on overall price stability.

Broader Inflationary Pressures

The focus on food prices comes as other inflationary pressures are being monitored in the bloc's largest economy. Separately, Germany's Bundesbank has warned that planned health and pharmacy reforms are expected to temporarily increase the German inflation rate by just under 0.5 percentage points during the first half of 2027.
