Background

Telesat Corp. (NASDAQ:TSAT) shares gained 5.6% on Monday after analysts at CIBC initiated coverage of the satellite communications provider with an "Outperformer" rating. The bank set a C$105 price target, citing significant undervaluation of the company's next-generation Lightspeed low Earth orbit (LEO) satellite network.

Valuation Disconnect

CIBC's analysis suggests the market is overly focused on Telesat's legacy geostationary (GEO) debt, leading to a mispricing of its growth asset. According to the brokerage, public markets currently assign an equity value of roughly C$5.6 billion to the Lightspeed project. This valuation effectively discounts the constellation's projected 2032 EBITDA to half of management's long-term targets.

In contrast, CIBC's base-case model values the Lightspeed LEO network at C$9.5 billion. This projection assumes Telesat will capture approximately 1% of an estimated US$359 billion enterprise LEO broadband addressable market by 2032.

Upcoming Catalysts and Strategic Edge

A key catalyst for narrowing this valuation gap is the expected resolution of Telesat's legacy debt obligations ahead of a Dec. 6 maturity deadline. CIBC's baseline scenario models a settlement that would exchange 58% of the legacy debt for a 30% equity stake in Lightspeed, which would remove a major structural overhang from the balance sheet and shift investor focus to operational execution.

Unlike consumer-focused competitors, Lightspeed is designed exclusively for enterprise, government, and defense clients that require guaranteed service levels. This strategic focus is already yielding results, with Telesat having secured a C$5.6 billion contractual backlog years before Lightspeed's planned commercial launch at the end of Q1 2028.

Sovereign and Defense Moat

Telesat's alignment with government partners provides a durable competitive advantage. This is anchored by a 15-year, C$2.7 billion contract with the Government of Canada for its Enhanced Satellite Communication Project - Polar (ESCP-P).

CIBC notes that as allied nations seek trusted, non-U.S. NATO alternatives for military Ka-band connectivity, Lightspeed is positioned to be the first available allied LEO network of its kind. This could establish the operator as an essential sovereign and long-term defense partner.
