Goldman Sachs Names Four European Telecom Stocks with Up to 62% Upside

Goldman Sachs has identified four major European telecommunications stocks with significant upside potential, arguing the sector is entering a new phase of strong free cash flow growth. The investment bank highlighted BT, Deutsche Telekom, Telefonica, and Vodafone as top "higher risk/reward" opportunities where leverage could amplify returns for investors.
Bullish Thesis Rests on Cash Flow and Leverage
In a recent research note, analysts from Goldman's Digital Infrastructure team stated they have turned more bullish on the European telecom sector. Their outlook is based on what they term a "second phase" of surging free cash flow and increasing balance sheet optionality.
The bank has revised its stock-selection framework to place a greater emphasis on leverage and improvements in relative returns. This led to the identification of the four stocks, each offering "outsized equity upside amplified by gearing" but also carrying "more material company-specific risks," according to the note.
Top Picks and Price Targets
Goldman Sachs outlined its specific rationale and price targets for each of its top picks, all of which received a "Buy" rating:
Ad- BT Group (BT): The analysts see the highest potential upside of 62% with a price target of 330p. The investment thesis centers on the monetization of fiber at its Openreach wholesale division, with Goldman's free cash flow estimates for fiscal 2027 running approximately 20% ahead of consensus.
- Deutsche Telekom (DTEGn): The German incumbent is assigned a 41% upside with a €40 price target. Confidence is largely driven by its U.S. subsidiary, T-Mobile US, which Goldman says accounts for about 80% of the group's projected 2027 free cash flow.
- Telefonica (TEF): The Spanish operator has a potential upside of 34% to a €4.90 target. The bank points to an improving growth outlook in Spain and Brazil, ongoing cost-cutting, and the possibility of value-creating consolidation.
- Vodafone (VOD): In a notable ratings change, Goldman upgraded Vodafone to "Buy" from "Sell," forecasting 30% upside with a raised price target of 155p. The upgrade is attributed to accelerating returns on invested capital, driven by market repair in the UK and growth in Africa.
Key Risks to Consider
While optimistic, the bank also flagged specific risks for its top ideas. For BT, the key risk is intensifying competition from alternative fiber network providers. For Telefonica, analysts noted near-term financing risk associated with any potential M&A activity.
Despite the upgrade, Goldman acknowledged that Vodafone's structural quality remains below the sector average, highlighting execution concerns in Germany’s fixed broadband market. For Deutsche Telekom, the bank expects investor concerns around satellite competition and a potential combined listing with T-Mobile US to fade over time.
