ADP Shares Rise After JPMorgan Upgrade on Regulatory Clarity

Shares of Aéroports de Paris (ADP) rose nearly 2% on Tuesday after analysts at JPMorgan upgraded the stock to Overweight from Neutral. The bank cited upcoming regulatory visibility as a key catalyst that could help the stock outperform despite a challenging political environment in France.
Rationale for the Upgrade
JPMorgan's decision hinges on a new regulatory framework, known as the ERA, which is expected to be implemented soon. According to the bank's research note, this new structure should provide ADP with significant protection against both inflation and potential increases in taxation.
The analysts highlighted that this regulatory shield supports the upgrade even amid what they termed the "poor political French landscape." The bank now sees ADP and Fraport as having the most upside potential among European airport operators.
European Infrastructure Headwinds
The upgrade comes as the broader European infrastructure sector faces significant pressure. JPMorgan noted that the sector has de-rated by an average of 15% since the beginning of the Iran conflict, driven by a combination of factors:
Ad- Rising bond yields
- Elevated oil prices
- Weaker resulting traffic trends
- Concerns over French political risk
Within the sector, the de-rating has been more severe for toll roads, which are down approximately 21%, while airports have declined by about 11%, according to the bank's analysis.
Analyst Views on Peers
JPMorgan also updated its views on other European infrastructure companies. The bank maintained an Overweight rating on Fraport, noting that its recent underperformance could shift investor focus to the company's free cash flow inflection. It also sees Fraport as a "key beneficiary of any ceasefire news."
Elsewhere, the firm remains Neutral on Aena, citing less upside after its outperformance this year, and on Zurich Airport, where traffic momentum is expected to slow. For French toll road operators Vinci (Neutral) and Eiffage (Overweight), JPMorgan sees "deep value emerging" but believes greater political clarity is needed to unlock it.
