US Targets Russia's VTB Bank With New Sanctions Over Iran Ties

The U.S. Treasury Department's action, announced Monday, adds to existing penalties and significantly increases the risk of secondary sanctions for foreign institutions that continue to conduct business with Russia's second-largest bank.
Moscow-Tehran Financial Channels
The Treasury Department stated that VTB has actively worked to build financial channels between Moscow and Tehran. According to the U.S. government, these efforts include:
- Opening bank offices in Iran to expand bilateral trade.
- Establishing correspondent banking relationships with already-sanctioned Iranian financial institutions.
- Developing a settlement system for transactions in Iranian rials and Russian roubles.
- Seeking to move billions of dollars in frozen Iranian assets.
This action was taken under an executive order aimed at increasing economic pressure on Iran. VTB was previously sanctioned in February 2022 following Russia's full-scale invasion of Ukraine, effectively cutting it off from the U.S. dollar system.
Heightened Risk for Global Banks

Treasury officials warned that foreign banks and businesses that continue to deal with VTB could now face U.S. penalties themselves. In its statement, the Treasury described VTB as "among the most comprehensively sanctioned financial institutions in the world."
"Under Operation Economic Outcast, Treasury will continue to target and disrupt those who provide material, technological, or financial support that allows the Iranian regime to sustain its terrorist enterprise,” Treasury Secretary Scott Bessent said in the statement. He added that the department will "continue to identify, expose, and isolate Iran’s enablers."
Broader Sanctions Campaign
This move is part of a wider U.S. strategy to exert economic pressure on Tehran. The Treasury noted it is actively meeting with global financial institutions to warn them about the risks of facilitating transactions for Iran and its proxies.
In recent weeks, the U.S. has targeted other financial institutions, including a small Turkish investment bank and the United Arab Emirates branches of Egypt’s Bank Misr, with similar penalties. The latest action against VTB follows a warning from Secretary Bessent last week that the administration would sanction a large bank as part of its ongoing pressure campaign.
