The brokerage on Tuesday upgraded Arthur J. Gallagher to Overweight while downgrading five peers, including Aon and American International Group, to Neutral.
A New Playbook for a Softening Market
The strategic shift is a response to weakening commercial insurance pricing, according to Piper Sandler. The firm noted that data from the first quarter of 2026 showed the first overall decline in commercial property and casualty (P&C) premiums since 2017.
This development signals a new phase for the industry, moving away from broad, rate-driven earnings growth. Piper Sandler expects the market to place a greater emphasis on fundamentals such as underwriting discipline, expense control, and effective capital allocation.
Key Rating Changes
As part of its revised outlook, which included price target revisions for 21 companies, the brokerage made several notable rating changes:
Ad- Arthur J. Gallagher (AJG): Upgraded to Overweight. Piper Sandler cited the stock's nearly 20% decline over the past year as creating an attractive entry point, noting the company's resilient execution and strong acquisition pipeline.
- Aon (AON): Downgraded to Neutral. The firm argued that Aon's operational strength is already reflected in its valuation, leaving limited room for upside amid slowing fiduciary income and higher interest costs.
- AIG, The Hartford (HIG), and The Hanover (THG): Downgraded to Neutral. According to the note, these large diversified commercial insurers are losing the defensive advantage they held as pricing softness spreads across more business lines.
- Universal Insurance Holdings (UVE): Downgraded to Neutral. The brokerage stated that the stock's approximate 71% rally over the past year means the benefits from recent benign hurricane seasons are now fully priced in.
Sector Rotation Strategy
Piper Sandler outlined a multi-phase rotation strategy for investors navigating the changing environment. The firm recommends an initial focus on large diversified insurers before shifting into smaller specialty insurers, followed by personal-lines carriers, and eventually insurance brokers once organic growth stabilizes.
The brokerage believes the market is now transitioning into the second phase of this cycle. In this environment, agile specialty insurers may offer the best opportunities for investors despite the softer pricing conditions.
