Background

While sweeping policy changes that could roil markets are unlikely in the second half of 2026, investors should still monitor a series of key deadlines and developments out of Washington, D.C., according to a recent analysis by Wolfe Research. The brokerage firm identified potential catalysts in trade, regulation, and geopolitics that could affect sectors from manufacturing and healthcare to energy and financials.

Midterms Limit Legislative Agenda

With Congress shifting into campaign mode ahead of the Nov. 3 midterm elections, the window for major legislation is closing, Wolfe Research noted. However, lawmakers still face critical fiscal deadlines that could introduce market volatility.

Key legislative items on the calendar include:

  • Funding the government before the Oct. 1 deadline to avert a potential shutdown.
  • A possible supplemental spending bill for defense.
  • Potential consideration of crypto market structure legislation.
  • China-related provisions within the annual defense authorization bill.

The Trump administration is expected to continue reshaping its tariff policies following a Supreme Court ruling on the use of IEEPA tariffs, the report said. Wolfe anticipates that Section 301 tariffs will largely replace the previous framework.

Several industries remain at risk of new Section 232 tariffs later in the year, including medical technology, robotics, drones, polysilicon, and wind turbines. Separately, negotiations over the USMCA trade pact are expected to continue into late 2026 or early 2027, likely resulting in an updated trilateral agreement with new bilateral side deals.

Regulatory and Geopolitical Headwinds

On the regulatory front, several significant reforms are pending and could be finalized late this year or in early 2027. Wolfe highlighted upcoming changes to bank capital and liquidity rules, SEC reporting requirements, energy regulations, and healthcare reimbursement and Medicaid policies.

Beyond domestic policy, the brokerage pointed to several geopolitical milestones for investors to watch, including the Aug. 17 deadline for U.S.-Iran negotiations, a potential meeting between Presidents Trump and Xi in September, Israel's elections in October, and Taiwan's local elections in November. The note also cautioned that investors should remain prepared for unexpected policy actions from the administration.
