Analysts Pin Bitcoin Breakout on Regulatory Clarity Over Macro Factors

Bitcoin's recent breakout from its trading range is being driven more by positive U.S. regulatory developments than by traditional macroeconomic factors, according to analysis from Citi. This view suggests a potential shift in market drivers for the leading cryptocurrency, with legislative progress becoming a key catalyst for investor sentiment.
Regulatory Tailwinds Cited as Primary Driver
Analysts at Citi argue that the narrative of Bitcoin acting as a hedge against currency debasement—the so-called "digital gold" thesis—is not the main force behind the latest rally. They point to two key observations to support their view:
- The price response lagged the U.S. Treasury's announcement of a bond buyback program.
- Ether (ETH) has risen faster than Bitcoin (BTC), which typically does not happen in a macro-driven flight to safety.
"We think U.S. regulatory news is a more durable explanation for the move," the Citi analysts stated. This sentiment was echoed by Todd Ault, founder of Ault Blockchain, who told Investing.com that the market is beginning to grasp the potential significance of legislative action, noting that "President Trump putting his weight behind the CLARITY Act is a big deal."
A Contrasting View on Triggers and Flows
While also acknowledging the importance of regulation, analysts at Bernstein offered a more nuanced view, identifying the Treasury's move to buy back longer-dated bonds as a "strong trigger." Analyst Gautam Chhugani suggested that as liquidity from the strong AI and semiconductor trade seeks new destinations, some of it could flow toward Bitcoin as a hedge.
AdAfter a period of significant withdrawals, spot Bitcoin ETF flows are showing signs of stabilization. Bernstein noted that outflows, which peaked at nearly $7 billion between May and June, have reversed. Key flow metrics include:
- Inflows reached $1.1 billion through August 20.
- Total assets under management (AUM) in these products have crossed $85 billion, up from $70 billion in June.
Market Outlook and Key Metrics
A crucial indicator for the durability of the rally will be a sustained pickup in ETF inflows over the coming month, according to Citi. A reversal of the stall seen since last October would signal that investors are positively recognizing the improving regulatory backdrop. Citi's current base case, however, still assumes no net ETF flows for the time being.
Bernstein's Chhugani added that regulatory clarity from the SEC and CFTC "is here to stay with or without the CLARITY Act," which is reportedly due for a vote by September 15. He attributed Ether's recent outperformance to its broader exposure to growing sectors like stablecoins, asset tokenization, and other real-world applications.
