Government-Backed Expansion

Tower's plan includes a $1 billion grant from Japan’s Ministry of Economy, Trade and Industry to boost its manufacturing capabilities. The expansion will focus on 300mm wafer production for Silicon Photonics and Silicon Germanium technologies, which are critical components for optical interconnects used in AI data centers.

The project will proceed in two phases. The first involves converting an existing facility for 300mm silicon photonics production, expected to be ready by the fourth quarter of 2027. The second phase will be the construction of an entirely new 300mm fabrication plant. "We are honored and appreciative that the Government of Japan has selected Tower to lead the expansion of these strategically important technologies," said CEO Russell Ellwanger in a statement.

Upgraded Financial Outlook

Alongside the expansion news, Tower raised its long-term financial guidance, signaling strong confidence in future demand. The company issued new targets for 2028, including:
