Texas Governor Greg Abbott has ordered a halt to approvals for new data center projects seeking to connect to the state's power grid. The move, announced in a letter to state utility regulators, mandates a comprehensive audit of all planned facilities, citing significant concerns that the explosive growth in power demand could jeopardize grid stability.
A Surge in Demand
In his letter to the Public Utility Commission of Texas (PUC) and the grid operator, the Electric Reliability Council of Texas (ERCOT), Governor Abbott highlighted the scale of the issue. ERCOT is currently reviewing requests for approximately 474 gigawatts of new electricity demand, a figure more than five times the state's all-time record for peak power consumption.
The governor's letter specified that about 90% of these interconnection requests originate from data centers. "Any data center project that fails to comply with the verification and audit process to protect the reliability and resilience of the Texas electric grid must be denied," Abbott wrote, emphasizing, "Texans must come first."
New Scrutiny for Developers
Under the governor's directive, developers will now face a more rigorous approval process. They will be required to provide detailed information on their projected power and water usage, any tax incentives received, their ownership structures, and plans to mitigate local environmental and community impacts.
AdThis pause introduces significant regulatory uncertainty for the data center industry, which has been flocking to Texas for its abundant land and business-friendly policies. The state was previously forecast to surpass Virginia as one of the world's largest data center hubs by 2030. For investors and energy companies, the move signals a potential shift in the state's approach to managing its energy resources amid the artificial intelligence boom.
Political and Public Headwinds
The decision comes amid growing public and political opposition to the rapid proliferation of data centers, which are intensive consumers of energy and water. A June Reuters/Ipsos poll indicated that only a third of Americans approve of the current pace of data center construction.
In response to the order, ERCOT confirmed it would postpone a transmission planning study, known as "Batch Zero," designed to manage the new demand. The grid operator said in a statement it would work with the PUC to implement the governor's directive. The move in Texas follows a similar action in New York, which became the first state to impose a moratorium on large-scale data centers last month.
