The most direct indicator of rising activity is the state's rig count, which climbed to 33 in August from 26 in July, according to data from the North Dakota Department of Mineral Resources. This increase is being driven by a favorable pricing environment for producers in the Bakken shale formation.

U.S. crude futures were trading around $78 a barrel, according to the report. Notably, Bakken crude delivered at Clearbrook, Minnesota, commanded a premium of $4.39 a barrel over the U.S. benchmark, providing a strong incentive for regional producers.

State officials believe the surge in activity reflects growing confidence among operators that strong pricing will persist. The source attributed the elevated oil prices to supply disruptions in the Middle East and geopolitical tensions.

"The sharp increase in the rig count this month really tells me that operators have two things they are taking advantage of: the short-term increase in prices, or they have more confidence that the $80 price environment is going to last a little bit longer," said Nathan Anderson, director of the Department of Mineral Resources.

Justin Kringstad, executive director of the North Dakota Pipeline Authority, noted that operators are focused on bringing new supply online quickly, not just building an inventory of drilled but uncompleted (DUC) wells. "I suspect we will see some increases in completions and activity in the second half of this year," Kringstad said, according to a Reuters report.
