The report, which was released on Wednesday, detailed several serious allegations against Caldwell. Investigators found that the lieutenant governor, a Methodist pastor, made sexually offensive remarks to female staff members and attempted to use his position for personal benefit.
Key findings from the investigation include:
- Making sexually inappropriate comments to staff, which he reportedly denied but investigators "did not find his denial credible."
- Attempting on multiple occasions to secure a promotion for a state employee with whom he had a romantic relationship.
- Bringing personal guests to ticketed events without payment.

In response to the findings, Caldwell's attorney, Thomas Calcagni, issued a statement indicating they "forcefully challenge the report" and are exploring "legal remedies" to create what they term a "true, balanced, and unbiased record." Despite this challenge, the resignation is effective immediately.
Governor Sherrill has named Shirley Emehelu, the state’s acting comptroller, as the new acting lieutenant governor. The governor's office stated that a permanent replacement will be selected within the next 45 days. The sudden departure creates a significant vacancy in the state's executive branch, requiring a swift transition to maintain administrative stability.
