Argentina Eases Rules to Allow Bank Lending in US Dollars

Background

Argentina will allow banks to lend a portion of their US dollar-denominated deposits to businesses, a significant policy shift aimed at expanding credit availability. The announcement was made by Economy Minister Luis Caputo as part of President Javier Milei's broader economic reform agenda.

New Lending Regulations

Under the new framework, financial institutions can lend up to 15% of their total US dollar deposits. Minister Caputo stated the measure is designed to help revive the economy and will benefit all parties involved.

The policy directly addresses requests from key sectors, including the automotive and construction industries. These sectors have reportedly struggled with the high interest rates on loans denominated in the local peso, which has constrained investment and operations.

Economic Context and IMF Stance

This move comes shortly after International Monetary Fund (IMF) Managing Director Kristalina Georgieva praised President Milei's economic reforms for successfully curbing inflation. During her visit last month, Georgieva noted that while progress had been made, Argentina still needed to improve credit conditions for both businesses and households.

The government's new lending rule appears to be a direct response to this feedback, aiming to inject much-needed liquidity into the corporate sector. It is also being implemented in conjunction with tax reforms intended to encourage Argentinians to declare cash holdings and savings held in foreign accounts, bringing them into the formal financial system.
