Ukraine to Purchase Rafale Jets, SAMP/T Air Defense Systems with EU Loan
Ukraine will significantly upgrade its air force and air defense capabilities by purchasing French Rafale fighter jets and Franco-Italian SAMP/T-NG missile defense systems. The landmark acquisition, finalized by Kyiv and Paris on Tuesday, will be financed through a European Union loan facility.

According to a joint statement from the French and Ukrainian presidencies, the agreements represent a major step in modernizing Ukraine's military hardware. The deal marks the first time Ukraine will acquire these specific advanced Western systems, funded via the European Union’s Ukraine Support Loan programme.
Key components of the agreement include:
- An initial order for 16 Rafale multirole fighter jets, the first tranche of a planned fleet of 100 aircraft announced in November 2025.
- The acquisition of four next-generation SAMP/T-NG air and missile defence systems.
- Licensed production in Ukraine for Aster 30 interceptor missiles, AASM guided bombs, and SCALP cruise missiles.
Timeline and Deployment
AdThe agreement outlines a phased delivery and training schedule. Training for Ukrainian pilots and mechanics on the Rafale jets could commence in France as early as 2026, the joint statement noted.
The first four aircraft are scheduled for delivery upon completion of this initial training. In a notable development, Ukraine is set to become the first country to deploy the advanced SAMP/T-NG system in combat. To bridge the gap until the new systems are delivered, two older versions of the air defense platform will be supplied to Ukraine.
Strategic Context
This procurement comes as Russia has reportedly increased its missile and drone attacks across Ukraine in recent weeks. The deal is part of a broader air-defense initiative announced by Ukraine and several European allies on Monday, aimed at developing a more resilient anti-ballistic missile capability.
