Spanish cooperative lender BCC-Grupo Cooperativo Cajamar is exploring a potential tie-up with Banco CTT SA, the banking arm of Portugal's postal operator CTT–Correios de Portugal SA, according to a Bloomberg report citing people familiar with the matter. The interest from Spain's largest cooperative bank has reportedly prompted CTT to hire BNP Paribas SA to assess strategic options for its banking subsidiary.

The discussions are said to be in a preliminary and private phase, and it is not clear whether they have advanced, according to the report. No formal sale process is currently underway.

In an emailed statement to Bloomberg, CTT said it periodically works with investment banks and consulting firms to analyze business opportunities but declined to comment further on the specific situation. A representative for Almeria-based Cajamar stated that the lender does not comment on rumors.

Market Context and Potential Hurdles

A potential combination would mark a significant cross-border move in the Iberian banking sector. Banco CTT, which began operations about a decade ago, leverages its parent company's infrastructure, operating a network of more than 200 branches located inside post offices.

However, any deal could face political scrutiny. Spanish banks already control nearly one-third of all banking assets in Portugal, a market presence that includes major players like Banco Santander SA, CaixaBank SA, and BBVA SA. According to Bloomberg, the Portuguese government has previously expressed opposition to further expansion by Spanish lenders into its financial sector.
