Background

Russia has adopted a new tactic using small, fiber-optic-guided drones to circumvent Ukrainian defenses and damage critical high-voltage electricity substations. The attacks, concentrated in the frontline Sumy region, represent a significant challenge to Ukraine's efforts to protect its energy infrastructure, according to open-source analysis verified by Reuters.

A Novel Attack Method

The new approach employs small First Person View (FPV) drones connected to their operators by a thin fiber-optic cable. This physical link makes the drones immune to the electronic warfare systems Ukraine uses to jam the radio signals that typically control unmanned aerial vehicles.

Investigators at the Centre for Information Resilience (CIR), a London-based group, found that Russian forces are using a two-drone approach. The first drone is used to create a hole in the protective anti-drone netting surrounding the substations. A second drone is then flown through the gap, navigating around large concrete barriers to strike a key component: the autotransformer.

Significant Economic and Strategic Impact

The strikes are highly asymmetrical from a cost perspective. According to Joshua Scriven, an investigator at CIR, a fiber-optic FPV drone can cost as little as $2,000. In contrast, the autotransformer in a 330-kilovolt (kV) substation is valued at approximately $3.5 million, according to Oleksandr Kharchenko, head of the Energy Research Centre in Kyiv. Destroying this single component can disable the entire transformer unit.

Since May, CIR has verified four such strikes on large, well-defended 330 kV substations and at least four more on smaller 110 kV facilities. The attacks demonstrate a growing operational range, with some strikes occurring up to 26 km (16 miles) from the frontline. Analysts believe the strategy aims to isolate Ukrainian regions from the national power grid before targeting local power stations to induce blackouts.

Context of the Broader Conflict

These attacks are part of Russia's sustained campaign against Ukraine's energy facilities. Ukraine has invested heavily in physical defenses, including vast concrete sarcophagi and netting, to protect its infrastructure from missile and heavy drone attacks. The new FPV drone tactic appears specifically designed to overcome these measures.

Ukrainian Defence Minister Mykhailo Fedorov stated on Wednesday that Russia's goal is to "terrorise people and make life in the border regions unbearable." Russia has consistently denied that it targets civilians, maintaining that all of its strikes serve a military purpose.
