Ukrainian authorities have heavily fortified key energy facilities with concrete sarcophagi and anti-drone nets. However, Russian forces are reportedly using a two-step process: a first drone breaks a hole in the protective netting, allowing a second drone to fly through and navigate around the concrete structures to strike the core equipment inside.

Economic and Strategic Impact

The primary target of these strikes is the autotransformer, a central component that can disable an entire substation. According to Oleksandr Kharchenko, head of the Energy Research Centre in Kyiv, a single autotransformer at a 330-kilovolt (kV) substation is valued at approximately $3.5 million.

In a stark example of asymmetric warfare, these critical assets are being destroyed by FPV drones that can cost as little as $2,000. Joshua Scriven, an investigator at CIR, described the cost-benefit analysis for Russia as "staggering." CIR has verified at least four such strikes on large 330 kV substations and at least four more on smaller 110 kV facilities.
