The award originates from the Commerce Department’s CHIPS Research and Development Office. According to the announcement, the funds are intended to bolster U.S. leadership in technologies considered essential for the buildout of artificial intelligence infrastructure.
In a separate but related agreement, the U.S. government will receive equity from GlobalFoundries. The stake will represent approximately 1% of the company's ownership as of Wednesday's date. The R&D work will be conducted at the company's existing facilities in Malta, New York, and Burlington, Vermont.

Silicon photonics is a critical technology that enables high-bandwidth, energy-efficient data transfer by using light instead of traditional electrical signals. This capability is vital for handling the massive data loads required by modern AI systems.

The investment underscores the strategic importance of a domestic supply chain for advanced semiconductors. GlobalFoundries stated it is collaborating with major technology firms—including NVIDIA, AMD, Microsoft, Meta, and Qualcomm—to ensure its U.S.-based R&D supports emerging AI architectures and next-generation optical engines.
