Enbridge Launches Open Season for West Texas Natural Gas Pipeline

Summary

Canadian pipeline operator Enbridge is gauging commercial interest for its proposed West Texas Express project, which would transport up to 2 billion cubic feet of natural gas per day from the Permian Basin.

Background

Enbridge has initiated a non-binding open season to gauge shipper interest for its proposed West Texas Express natural gas pipeline, a project designed to move up to 2 billion cubic feet per day (Bcf/d) from the prolific Permian Basin. The Canadian energy infrastructure company announced Tuesday that the pipeline would transport gas from the Waha hub area to meet growing demand in and around El Paso, Texas.

Project Rationale and Scope

The project aims to address rising natural gas demand from a diverse set of customers, including power generation facilities, utilities, and industrial users such as data centers across West Texas. According to Enbridge, the pipeline would also serve markets in the neighboring states of New Mexico and Arizona, as well as export markets in Mexico.

The proposed West Texas Express is expected to include more than 150 miles of new pipeline infrastructure. The open season process is a standard industry practice to secure volume commitments from producers and other customers, which is a critical step before a final investment decision is made.

Context: Surging Permian Gas Output

The pipeline proposal comes as associated gas production in the Permian Basin—the largest oil-producing region in the U.S.—continues to climb. This surge in gas, extracted alongside crude oil, has made the Permian the second-largest gas-producing shale basin in the country, often straining existing takeaway capacity.

According to the U.S. Energy Information Administration, the gas-to-oil ratio in the Permian has increased by 16% over the past five years. The basin now produces an average of nearly 4,200 cubic feet of gas for every barrel of oil, up from around 3,600 cubic feet per barrel in 2021, underscoring the need for new infrastructure to move the gas to market.

Market Impact

For Enbridge, which already transports approximately 20% of the natural gas consumed in the United States, the project represents a potential expansion of its significant footprint in the North American energy market. If it proceeds, the West Texas Express would provide a crucial new route for Permian producers facing infrastructure bottlenecks and connect growing supply with key demand centers in the U.S. Southwest.
