Bitcoin Holds Above $64,000 as U.S. CBDC Ban, Circle Bank Charter Come into Focus

Bitcoin held firm above the $64,000 level on Saturday, with market participants weighing significant U.S. regulatory developments, including a de facto ban on a central bank digital currency and a key federal banking approval for a major stablecoin issuer.
The world's largest cryptocurrency traded at $64,197.6 as of 1:15 PM ET, up 0.60% for the day, according to Investing.com data. The price action marks a steady recovery from a dip toward $61,000 earlier in the week.
U.S. Regulatory Landscape Shifts
A key policy development emerged as a housing bill automatically became law after President Donald Trump declined to either sign or veto it. The legislation contains a provision that prevents the Federal Reserve from issuing a central bank digital currency (CBDC) through the end of 2030.
This restriction is viewed by many in the cryptocurrency industry as a significant development, removing the near-term prospect of a government-issued "digital dollar" that could compete with privately issued stablecoins. However, the President's approach to the bill has raised some questions about potential political hurdles for other digital asset legislation later this year.
Institutional Adoption Advances
AdIn a sign of the sector's continued integration into the traditional financial system, stablecoin issuer Circle received final approval from the Office of the Comptroller of the Currency (OCC) to establish a federally supervised national trust bank.
This approval allows Circle, the company behind the USDC stablecoin, to provide digital asset custody services under direct federal oversight. The move is a critical step that could eventually allow for OCC-supervised management of USDC reserves, further legitimizing the asset class.
Market Outlook and Performance
While fundamentals appear to be improving, some analysts suggest investors should temper expectations for future price cycles. Historical data indicates that each four-year halving cycle has resulted in progressively smaller gains as the asset class matures.
Analysts attribute this trend to growing institutional ownership, the adoption of spot Bitcoin ETFs, and a deeper derivatives market, which contribute to a larger, more liquid asset that may deliver more sustainable, albeit less explosive, returns over time. Broader crypto markets also saw modest gains, with Ethereum rising 1.9% to $1,821.15 and XRP gaining 1.1% to $1.1130.
