Bitcoin Holds Above $64,000 Amid Key U.S. Regulatory Shifts and Institutional Moves

Bitcoin held steady above the $64,000 level on Saturday, recovering from a slide toward $61,000 earlier in the week. Investors are processing significant developments in the U.S. regulatory landscape and further signs of institutional adoption that could shape the digital asset market.
As of 1:15 PM ET, Bitcoin was trading at approximately $64,197, a modest gain of 0.60% for the day, according to data from Investing.com.
U.S. Policy Landscape Shifts
A key development impacting the sector is a four-year ban on a U.S. central bank digital currency (CBDC), which is set to become law. The restriction, part of a housing bill, prevents the Federal Reserve from issuing a digital dollar through the end of 2030. The bill automatically became law after President Donald Trump declined to either sign or veto it.
This move is widely seen within the crypto industry as a positive for privately issued stablecoins, as it removes a potential government-backed competitor from the market for the foreseeable future. However, the President's inaction on the bill has also raised questions about the political path for other pending legislation, such as the proposed Digital Asset Market Clarity Act.
Institutional Adoption Gains Traction
AdIn a sign of the industry's continued integration with traditional finance, Circle, the issuer of the USDC stablecoin, received final approval from the Office of the Comptroller of the Currency (OCC) to establish a national trust bank.
This federal charter allows Circle to provide digital asset custody services under direct U.S. federal oversight. The approval is a significant step that could pave the way for OCC-supervised management of USDC reserves, further solidifying the stablecoin's role in the financial system.
Market Outlook and Performance
While fundamentals appear to be improving, some market analysts suggest expectations for Bitcoin's next bull cycle should be tempered. Historical data indicates that each four-year halving cycle has resulted in progressively smaller percentage gains as the asset class matures.
Analysts attribute this trend to growing institutional ownership, the adoption of spot Bitcoin ETFs, and a more developed derivatives market. These factors contribute to a larger, more liquid asset that may deliver more sustainable, but less explosive, returns over time. Broader crypto markets were also slightly higher, with Ethereum rising 1.9% to $1,821.15 and XRP gaining 1.1% to $1.1130.
