Background

Brazil's state-controlled oil company, Petroleo Brasileiro SA (Petrobras), announced it is lowering gasoline prices for distributors by 0.19 real ($0.0372) per liter, following new tax measures enacted by the federal government. The price cut reverses an earlier company statement that had suggested an impending price increase.

Details of the Price Adjustment

Petrobras clarified its pricing policy early Thursday after initially stating late Wednesday that it would eliminate a 0.44 real-per-liter discount. That initial move, in isolation, would have raised the price for distributors to 3.24 reais per liter at the refinery gate.

However, the company's corrected statement explained that the Brazilian government simultaneously introduced a larger tax reduction. Federal taxes on gasoline imports and sales were cut by 0.63 real per liter. According to Petrobras, this new tax relief more than compensates for the removal of the previous discount, resulting in a net price decrease for distributors.

Political Context and Other Fuels

The reduction in fuel costs comes as President Luiz Inacio Lula da Silva campaigns for a fourth non-consecutive term, with first-round voting scheduled for October 4. Government influence on the pricing policies of state-run Petrobras is a politically sensitive topic in Brazil, directly impacting inflation and consumer sentiment.

In a related move, the government also announced a new diesel subsidy, initially set at 1 real per liter, which will be added to an existing subsidy program. Petrobras confirmed it will wait for the government to publish the official legal regulations for the new diesel measure before implementing it.
