Nigerian oil producers delivered 53.7 million barrels of crude oil and condensate to domestic refineries in the second quarter of 2026, achieving 97.4% of their mandated supply obligations, according to a report from the Nigerian Upstream Petroleum Regulatory Commission (NUPRC).

Performance Against Targets

The NUPRC stated that producers were assigned to supply a total of 55.1 million barrels for domestic use between April and June. The near-total compliance marks a significant development for the country's downstream sector, which relies on consistent feedstock to reduce its dependence on imported refined products.

The regulator attributed the high compliance rate to an increase in domestic oil production and the establishment of long-term supply agreements between producers and refiners. These agreements provide greater certainty for both parties and support the operational stability of local refining facilities.

Role of Dangote Refinery

The Dangote refinery, the largest in the region, accounted for the majority of domestic demand. According to the NUPRC, the facility's requirements for the quarter totaled 63 million barrels.

Under the Domestic Crude Supply Obligation (DCSO) framework, producers allocated 68.1 million barrels to the Dangote refinery. The refinery ultimately accepted 52.6 million barrels, or approximately 78% of the total volume offered to it during the period.
