According to the agency's press release, the move aims to correct what it estimates is a 16% overpayment by Medicare to laboratories compared to rates paid by private insurers. CMS projects the realignment will save approximately $1 billion annually, based on data from over 6,400 labs. The statutory framework allows for these annual reductions to continue through 2029, potentially compounding the financial impact over several years.
Market Reaction and Sector Impact
AdFollowing the announcement, Labcorp's stock slid 3.4% in after-hours trading to $310 per share. The selloff was specific to the sector, as the broader S&P 500 remained flat.
The proposed cuts also affect Labcorp's primary competitor, Quest Diagnostics (NYSE: DGX), as both companies derive a substantial portion of their revenue from routine clinical tests billed through the CLFS. Investors are now tasked with assessing the full revenue exposure ahead of the company's next earnings report, which is anticipated in late October.
Analyst Outlook
The negative regulatory news overshadowed a positive analyst action earlier in the day. Truist Securities raised its price target on Labcorp to $365 from $350, maintaining a Buy rating on the stock and citing confidence in the company's long-term fundamentals. However, the market appeared to weigh the immediate and multi-year risk from the CMS proposal more heavily.
