BTSE Secures License to Operate Crypto Exchange in Bhutan's Gelephu Mindfulness City

BTSE Bhutan has obtained a full Financial Services License (FSL) from the financial regulator of the Gelephu Mindfulness City (GMC), a special administrative region in Bhutan. The license authorizes the company to operate a regulated virtual asset exchange and provide institutional-grade custody services, establishing a key piece of financial infrastructure in the developing economic hub.
Regulatory Approval and Scope
The license was granted by the Gelephu Financial Services Office (GFSO) and follows an In-Principle Approval that BTSE Bhutan received in April 2026, the company announced on September 29. Securing the full FSL confirms that the firm has met all stipulated pre-conditions, making it a fully regulated venue for digital asset services within the GMC framework.
The FSL specifically permits BTSE Bhutan to carry out two regulated activities:
- Operating a multilateral trading facility for the exchange of virtual assets.
- Providing institutional-grade custody services for the safeguarding of virtual assets.
Phased Service Rollout
AdBTSE Bhutan plans a phased launch, beginning with user onboarding in the coming weeks. The platform will initially offer spot trading services for the BTC/USDT and ETH/USDT trading pairs. The company stated that additional crypto trading pairs and fiat on-ramp and off-ramp services for U.S. dollars are planned for a later stage.
"Receiving our Financial Services License is a major milestone as we plan to launch our retail trading platform globally," said Yew Chong Quak, CEO of BTSE Bhutan. He added that the company's priority is to launch Bitcoin and Ethereum trading services while adhering to high standards of compliance and security.
Context: Bhutan's Economic Vision
The licensing is a significant development for the Gelephu Mindfulness City, a project designed to create an economic hub in southern Bhutan focused on sustainability and innovation. By establishing regulated financial service providers like BTSE, the region aims to attract international investment and build a modern economic ecosystem.
As part of its commitment, BTSE Bhutan is establishing a local office in Gelephu and plans to hire local talent. This move aligns with the GMC's broader goal of integrating global legal and financial frameworks with Bhutan's unique values and renewable energy resources.
