Alcoa, Century Aluminum Shares React to New US Aluminum Tariff Incentives

Shares of Alcoa (NYSE:AA) pared earlier losses and Century Aluminum (NASDAQ:CENX) stock gained after President Donald J. Trump signed a proclamation to adjust U.S. aluminum import policies. The new measures are designed to incentivize investment in the domestic aluminum industry.
New Onshoring Incentives
The proclamation, issued under Section 232 of the Trade Expansion Act of 1962, establishes a program to encourage companies to build, expand, or refurbish aluminum smelters within the United States. The administration described the move as a response to a national security threat posed by reliance on aluminum imports.
Under the new rules, companies can receive a significant tariff reduction. Key features of the program include:
- Companies must submit "onshoring plans" for investment in U.S. smelting capacity, which must be approved by the Secretary of Commerce.
- Approved companies will be eligible to import a corresponding level of primary aluminum at a reduced tariff rate, equal to half of the otherwise applicable Section 232 rate.
- The Commerce Secretary will monitor and enforce the plans, with the authority to rescind tariff benefits, including retroactively, if a company fails to meet its commitments.
National Security Rationale
AdThe administration stated that the action was necessary because aluminum is a critical input for U.S. military systems, including naval vessels, armored vehicles, missiles, and spacecraft. These applications often require high-strength advanced aluminum alloys that can only be produced using primary aluminum.
According to the proclamation, U.S. demand for this primary aluminum currently outstrips the production capacity of the nation's domestic smelting facilities. The new incentive program aims to close this gap by encouraging the reshoring of primary aluminum production.
Market Context
The announcement provided a lift to domestic aluminum producers' stocks in a market session where Alcoa had previously been trading lower. The move is consistent with the administration's ongoing use of Section 232 authority to protect and promote domestic manufacturing in sectors deemed vital to national interests, which has previously included tariffs on steel, automobiles, and timber.
