A New Tactic Bypasses Defenses

Unlike conventional drones that rely on radio signals, these First Person View (FPV) drones are controlled via a thin, translucent fiber-optic cable. This physical link makes them immune to the electronic warfare systems Ukraine uses to disrupt drone communications. Investigators at the Centre for Information Resilience (CIR), a London-based group that verified footage of the attacks, noted that Russia is using a two-step process to defeat physical defenses like anti-drone nets.

First, one drone is used to create a hole in the protective netting. A second drone is then flown through the gap, navigating around large concrete barriers to strike the most critical component: the autotransformer. According to Oleksandr Kharchenko, head of the Energy Research Centre in Kyiv, destroying the autotransformer effectively disables the entire substation unit.

Economic and Strategic Implications

The attacks represent a highly asymmetric form of warfare with significant economic consequences for Ukraine. The cost-benefit ratio is a key factor, as noted by CIR investigator Joshua Scriven.

Since May, CIR has verified at least four such strikes on large 330 kV substations and four more on smaller 110 kV facilities. These attacks have occurred between 16 to 26 kilometers (10-16 miles) from the frontline, demonstrating the increasing range of this technology. Scriven stated the strikes appear to be part of a broader Russian strategy to isolate Ukrainian regions from the national grid before targeting local power stations to cause blackouts.

Context of the Energy War

These drone strikes are the latest evolution in Russia's sustained campaign against Ukraine's energy infrastructure. Ukraine has invested heavily in fortifying its facilities with concrete sarcophagi and netting to protect against missiles and larger drones. The new fiber-optic drones are a direct counter to these defensive measures.

The security situation in the Sumy region has deteriorated, according to Ukrainian Defence Minister Mykhailo Fedorov, who said Russia's goal is to "terrorise people and make life in the border regions unbearable." The International Criminal Court has previously issued arrest warrants for senior Russian commanders over the 2022-2023 campaign against Ukraine's power grid. Russia has consistently denied targeting civilians, stating its strikes serve a military purpose.
