The report, published by infrastructure data provider Aterio, states that Oracle's 500-acre "Project Lighthouse" campus is at risk of being stranded without a high-voltage power line. While physical construction by Vantage Data Centers is reportedly advancing, the connection to the grid managed by American Transmission Co. has hit a major setback.
According to Aterio, the Public Service Commission of Wisconsin recently revoked an initial approval for the necessary transmission project. The state agency has restarted its legal review after hundreds of changes were filed, a process that could significantly delay operations.
Oracle had targeted the second half of 2027 to begin using the site. However, Aterio’s analysis presents a more challenging timeline:
- Most likely scenario: Meaningful power will not reach the campus until early 2028.
- Extended review scenario: If regulators take a full year, a standard timeline for such projects, the site might not achieve full power capacity until April 2029.
AdMarket Impact and Investor Concerns
In response to the report, Oracle's stock fell 1.8% during Wednesday's trading. Oracle did not immediately respond to requests for comment on Aterio's findings.
The situation in Wisconsin highlights a critical and growing risk for the tech industry's AI expansion: access to electricity, rather than capital or semiconductors, is emerging as the key bottleneck. For investors, this signals potential execution risks in the capital-intensive race to build out AI infrastructure.
This development comes just days after Oracle warned it might delay payments on a separate data center project in New Mexico, citing its own infrastructure delays. While the company maintained the New Mexico site is on schedule, the back-to-back reports on major projects raise questions about its ability to execute its ambitious expansion plans.
