Cleveland-Cliffs Stock Falls as Subsidiary Idles Plant Citing US Tariffs

Summary
Shares of Cleveland-Cliffs dropped nearly 8% following a report that its Canadian unit, Stelco, will halt operations at a key processing facility due to pressures from U.S. import tariffs. The company plans to consolidate production at another plant to maintain overall output.
Shares of Cleveland-Cliffs Inc. (NYSE:CLF) tumbled nearly 8% in late trading on Monday following reports that its Canadian subsidiary, Stelco Holdings, will indefinitely idle a key processing plant in Ontario. The move highlights the compounding financial pressure that U.S. trade tariffs are placing on integrated North American steel supply chains.
Plant Operations to Be Halted
Stelco plans to halt its cold-rolled and coated operations at its Hamilton Works facility in the coming weeks, according to a letter to customers obtained by Bloomberg News. The wind-down is scheduled to begin on Oct. 9 and is expected to result in approximately 350 job cuts, according to local reporting from the Hamilton Spectator.
To mitigate the impact on production, Cleveland-Cliffs will shift its primary manufacturing focus to its Lake Erie Works facility in Nanticoke, Ontario. In a statement to Bloomberg, Cliffs spokesperson Patricia Persico emphasized that total steel output will remain unchanged, though the product mix will pivot to a higher concentration of hot-rolled coil.
Trade Tariffs Cited as Key Factor
AdThe decision underscores the challenges facing Canadian steel producers due to a persistent 50% U.S. tariff implemented under Section 232 of the Trade Expansion Act. In its letter, Stelco noted that countermeasures by the Canadian government had been insufficient to offset the market contraction resulting from restricted access to the U.S. market.
By consolidating operations, Cleveland-Cliffs aims to preserve overall tonnage while curtailing higher-cost downstream finishing lines at the Hamilton plant. Stelco has assured clients that it will honor existing customer orders during the transition.
Market Impact and Investor Concerns
The sharp decline in Cleveland-Cliffs' stock price reflects investor concern over potential margin compression and the broader financial fallout from trade frictions. The market is now watching closely to see if the company can successfully absorb the demand shifts and restructure its operations without sacrificing profitability across its North American network.
